OFFICE MEMORANDUM
Subject: Revision of pay of employees stagnating at the maximum of the Pay Band and Grade Pay or scale in pre-revised structure under Central Civil Services (Revised Pay) Rules, 2016.
The undersigned is directed to say that consequent upon notification of Central Civil Services (Revised Pay) Rules, 2016, representations have been received regarding provision of additional increments in the revised pay structure on 01.01.2016 in case of employees who had been stagnating at the maximum of the Pay Band and Grade Pay or scale in the pre-revised pay structure.
2. The matter was examined in this Department and it has been decided that in case of persons who had been drawing maximum of the applicable Pay Band and Grade Pay or scale, as the case may be, for more than two years as on 01.01.2016, one increment in the applicable Level in the Pay Matrix shall be granted on 01.01.2016 for every two completed years of stagnation at the maximum of the said Pay Band and Grade Pay or scale. Grant of additional increment (s) shall be subject to condition that the pay arrived at after grant of such increment does not exceed the maximum of the applicable Level in the Pay Matrix. Subject:- Consolidated Instructions on compassionate appointment — Review of FAQs dated 30.05.2013/25.02.2015 with regard to married son.
The undersigned is directed to invite attention to this Department’s O.M. No. 14014/6/1994-Estt.(D) dated 09th October, 1998 and OM of even number dated 16th January, 2013 vide which Consolidated Instructions on compassionate appointment were issued. Subsequently, vide FAQ No. 13 dated 30.05.2013 it has been clarified that married sons are not considered as dependent family member and hence not eligible for consideration for compassionate appointment. The clarification with regard to married son as stipulated in FAQ No. 13 dated 30.05.2013 has been reviewed vide FAQ No 60 of even number dated 25.02.2015 as under:-

Driving Licenses and Vehicle Registration Certificates can now be accessed through Mobile App
Shri Nitin Gadkari, Minister of Road Transport & Highways and Shipping and Shri Ravi Shankar Prasad, Minister of Electronics & Information Technology and Law & Justice jointly launched a new service - integration of DigiLocker with Driving Licenses (DL) & Vehicle Registration Certificates (RC) in New Delhi today. With this integration people will no longer need to carry around physical copies of their RCs and Driving Licences. They can instead access digital copies of the same on their mobile phones via the DigiLocker mobile app. Driving Licenses and Vehicle Registration documents can now be issued directly to the DigiLockers of individuals in digital formats. These digital copies can be shared with other departments as identity and address proof. They will also be used for on the spot verification through the cittizen’s mobile, by various law enforcement authorities like the Traffic Police. Besides being convenient for people, this will also result in assured authenticity of such documents and reduction of administrative overhead.

Commemorative Postage Stamp released on 'Saint Teresa' on 4/9/2016
Mother Teresa, also known as Saint Teresa of Calcutta, (born 26 August 1910 – 5 September 1997) was an Albanian-Indian Roman Catholic nun and missionary. She was born in Skopje (modern Republic of Macedonia), then part of the Kosovo Vilayet in the Ottoman Empire. After having lived in Macedonia for eighteen years, she moved to Ireland and then to India, where she lived for most of her life.
Mother Teresa established the Missionaries of Charity in 1950 with the mission of caring for the poor and the destitute. Today, the branches of Missionaries of Charity in several countries continue their service to humanity, reaching out to the needy, regardless of their religion or social status. Mother Teresa's work has been recognised and acclaimed throughout the world and she received numerous awards and distinctions, prominent among which were Padma Shree in 1962, the Pope John XXIII Peace Prize (1971), the Nobel Peace Prize for humanitarian work in 1979 and the Bharat Ratna in 1980.
Mother Teresa has been declared a saint by Pope Francis on 4th September 2016 at a canonisation ceremony held in Vatican City. The canonization on 4th September comes on the eve of her 19th death anniversary. She will now be known as Saint Teresa of Calcutta (Kolkata).
To celebrate the canonisation of Mother Teresa as a saint, Department of Posts released a commemorative stamp in form of Miniature Sheet in denomination of Rs.50/-. Union Minister of State for Communications Shri Manoj Sinha unveiled the stamp at the function held at the Divine Child High School, Andheri, Mumbai in the presence of Chief Post Master General, Maharashtra Circle, Bishop Agnelo Gracias, Sister Rubella, representing Missionaries of Charity and other dignitaries.
Issue of notification for LDC Exam for promotion to the cadre of Inspector Posts for the year 2015-16
It has now been decided by the Competent Authority to conduct the Limited Departmental Competitive Examination for promotion to Inspector Posts cadre for the vacancies for the period 01.01.2015 to 31.03.2016 i.e. for the year 2015-16 in-house on the old pattern using OMR method for evaluation. The said Examination is scheduled to be held on 15th and 16th October, 2016.

Urjit Patel takes over as RBI governor
“Dr. Urjit R. Patel assumed charge as the twenty-fourth Governor of the Reserve Bank of India effective September 4, 2016 after serving as Deputy Governor since January 2013,” the central bank said in a press statement. Dr. Patel has been given a three year term.
Dr. Patel succeeds Raghuram Rajan, who after serving a three-year term, is going back to academia.
On August 20, the appointment committee of cabinet approved the appointment of Dr. Patel for three years, with effect from September 4.
The handover ceremony will take place on Tuesday, since September 4 was a Sunday and Monday was a holiday due to Ganesh Chaturti.
Dr. Patel’s tenure as deputy governor was extended earlier this year. “Dr. Patel has also served at the International Monetary Fund (IMF). He was on deputation from the IMF to the Reserve Bank during 1996-1997, and in that capacity he provided advice on development of the debt market, banking sector reforms, pension fund reforms, and evolution of the foreign exchange market,” RBI said.
He was also a consultant to the Ministry of Finance (Department of Economic Affairs), from 1998 to 2001.
