Subject : Extension of benefits of ‘Retirement Gratuity and Death Gratuity’ to the Central Government employees covered by new Defined Contribution Pension System (National Pension System) — regarding.

The undersigned is directed to say that the pension of the Government servants appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension System (known as National Pension System), notified by the Ministry of Finance (Department of Economic Affairs) vide their 0.M No. 5/7/2003-ECB & PR dated 22.12.2003. Orders were issued for payment of gratuity on provisional basis in respect of employees covered under National Pension System on their retirement from Government service on invalidation or death in service, vide this Department’s OM No. 38/41/2006- P&PW(A) dated 5.5.2009.

India Post to offer Net banking facility soon

India Post is on a technology upgradation mode to provide a host of financial services to the public, besides strengthening its hold on the logistics sector.

As part of its strategy to get closer to people and make India Post one stop shop for logistics and financial services, including banking and insurance, it plans to provide internet banking facility shortly, reveals its Senior superintendent of Ongole postal division Sri T.A.V. Sarma.

“The online banking facility is presently available to its agents who can generate token number on their own online and transact on behalf of their customers,” he says in a conversation with The Hindu here.

“The facility will be provided to all account holders in a month or two after setting right teething troubles so that the account holders can log into indiapost.gov.in and transact without any hassles,” he adds.

India Post Payments Bank Incorporated

The India Post Payments Bank Limited has received the Certificate of Incorporation from the Registrar of Companies, Ministry of Corporate Affairs yesterday under the Companies Act 2013. This would be the first PSU under the Department of Posts. This has happened in the wake of Prime Minister Shri Narendra Modi’s Independence Day address, raising the expectations of the people from the soon to be set up India Post Payments Bank. With this move the Department of Posts has cleared an important milestone on this journey. 

With the incorporation, the Board of the India Post Payments Bank Limited is likely to be constituted soon. The incorporation of the IPPB Ltd is a significant step forward as this also paves the way for the bank to begin hiring of banking professionals to set up the bank and begin its operations in 2017. The Department of Posts is expected to complete the roll out of its branches all over the country by September 2017. This could be the fastest roll out for a bank anywhere in the world. 

The aspiration for the India Post Payments Bank is to become the most accessible bank in the world riding on state of the art banking and payments technology. Coupled with the physical presence across 1.55 lakh post offices and the reach of “The Dakiya”, the India Post Payments Bank aims to become a powerful and effective vehicle of real financial inclusion in the country. Department of Posts has issued a set of 6 Stamps, Miniature Sheet and Sheetlets on six species of Orchids found in India. Two each stamps are in denomination of Rs. 5, Rs. 15 and RS. 25 respectively. Species depicted on stamps are Esmeralda cathcartii (Lindl.) Rchb.f., Dendrobium gibsoni Lindl., Cypripedium himalaicum Rolfe, Paphiopedilum villosum (Lindl.) Stein, Esmeralda clarkei Rchb.f. and Dendrobium falconeri Hook.

Esmeralda cathcartii (Lindl.) Rchb.f. 

Common Name is Cathcart's Arachnanthe. Flower Size is 7.5 to 8.75 cm. It is found in the northeastern India, Sikkim, eastern Himalayas, Nepal, Bhutan in tropical broadleaf forests near streams in cool shade at elevations of 600 to 2000 meters this genus was formerly known as Esmeralda cathcartii. It is a giant sized, warm to cool growing, vandanaceous, epiphytic plant with an elongate stem carrying alternate, oblong, coriaceous leaves that blooms in the spring and summer on a stout, axillary, 18 cm long, pendulous or horizontal, 3 to 6 flowered inflorescence with waxy, very fragrant, long-lived.

MoC Shri Manoj Sinha unveils postage stamps on Rio Olympics

Minister of Communications Shri Manoj Sinha today unveiled the Commemorative Postage Stamps on Rio Olympic Games and said the unique initiative will motivate the Rio-bound Indian athletes.

Issuing stamps on games of wrestling, badminton, shooting and boxing, the Minister said, the Department of Posts had always issued special stamps on important occasions to rekindle the spirit of patriotism and for advancement of National Interest. He said that this time a record number of players from India are participating in Rio and expressed the hope that it will lead to positive outcome.

Shri Sinha said that by issuing stamps the postal department will be able to attract the attention of the countryman towards this sporting event as there are more than one and half lakh post offices in the country which will sell the stamps.

Minister of State for Youth Affairs and Sports (I/C) Shri Vijay Goel joined Shri Sinha in unveiling the Stamps. Secretary, Department of Sports Shri B.V.Sudhakar and Secretary, Ministry of Youth Affairs and Sports Shri Rajiv Yadav were also present on the occasion.

This is with reference to feedback received from the concerned stakeholders comprising the subscribers belonging to NPS-Lite-Swavalamban including Grameen Dak Sevaks (GDS) on simplification of the procedural requirements basing on the low contribution levels and the level of awareness and literacy among the target segment of population covered under this category. The Authority has examined the matters pertaining to this category basing on the withdrawal applications received and the feedback from the withdrawal processing of these applications in order to identify the difficulties being faced and with a view to reduce the procedural burden in the interest of the subscribers.

Availing of Home Town LTC for other places

Vide DoPT’s O.M. No. 31011/3/2014-Estt.(A-IV) dated 26.09.2014, Government employees have been allowed to convert their Home Town LTC to visit Jammu & Kashmir, North-East Region and Andaman & Nicobar Islands under the present scheme upto 25.09.2016.


Government servants entitled to travel by air can avail this LTC from their Headquarters to the destination. While, the Government servants not entitled to travel by air may travel by air in Economy class in the following sectors:

(a) Between Kolkata/Guwahati and any place in NER
(b) Between Kolkata/Chennai/Bhubaneswar and Port Blair.
(c) Between Delhi/Amritsar and any place in J&K.

Journey for the non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar/ Delhi/ Amritsar will have to be undertaken as per their entitlement.

Reimbursement under the Leave Travel Concession scheme does not cover incidental expenses and expenditure incurred on local journeys.

This was stated by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri Pramod Tiwari in the Rajya Sabha today.

Question 1.What is GST? How does it work?

Answer: GST is one indirect tax for the whole nation, which will make India one unified common market.

GST is a single tax on the supply of goods and services, right from the manufacturer to the consumer. Credits of input taxes paid at each stage will be available in the subsequent stage of value addition, which makes GST essentially a tax only on value addition at each stage. The final consumer will thus bear only the GST charged by the last dealer in the supply chain, with set-off benefits at all the previous stages.

Cabinet approves Motor Vehicle (Amendment) Bill 2016
Historical Step towards making roads safe and save lakhs of innocent lives 

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for Motor Vehicle (Amendment) Bill 2016.  The Amendment aims to improve

Every year 5 lakh road accidents are reported in the country in which 1.5 lakh people lose their lives.  Government is committed to reduce the accidents and fatalities by 50% in five years.

To address the issue of road safety, a draft Road Transport & Safety Bill was prepared soon after NDA Government came to power.  However, most of the States have expressed reservations.

To address the issue of road safety and to improve the facilitation of the citizens while dealing with transport departments, Ministry of Road Transport & Highways constituted a Group of Transport Ministers (GoM) of the States.  The GoM headed by Sh. Yoonus Khan, Hon. Transport Minister of Rajasthan held three meetings.  A total of 18 Transport Ministers from different political parties participated in these meetings and they have submitted three interim reports. 

The GoM recommended that to address the pressing issue of road safety and improving transport scenario, Government should immediately bring amendments to the present Motor Vehicle Act.    On the basis of recommendations of the GoM and other pressing requirements, MoRTH introduced the Motor Vehicle (Amendment) Bill 2016 for consideration of the Cabinet. Today Cabinet Chaired by Hon’ble Prime Minister Shri Narendra Modi has approved the bill.

In the present Motor Vehicle Act, there are 223 Sections out of which the Bill aims to amend 68 sections whereas Chapters 10 has been deleted and a Chapter 11 is being replaced with new provisions to simplify third party insurance claims and settlement process.

The important provisions include increase in compensation for Hit & Run cases from Rs. 25000 to Rs. 2 lakhs. It also has provision for payment of compensation upto Rs 10 lakh in road accidents fatalities.  

The Bill also proposes insertion of 28 new sections. The amendments mainly focus on issues relating to improving road safety, citizens’ facilitation while dealing with the Transport Department. Strengthening rural transport, last mile connectivity and public transport, automation and computerization and enabling online services. 

The Bill propose to improve the transport scenario in the country by permitting the States to grant exemptions in Stage carriage and contract carriage permits for promoting rural transport, public transport, last mile connectivity and for passenger convenience and road safety. 

The Bill proposes that the State Government can specify a multiplier, not less than one and not greater than ten, to be applied to each fine under this Act and such modified fine.

The bill proposes that the State Government can regulate the activities in a public place of pedestrians and such means of transport.

Improving delivery of services to the stakeholders using e-Governance is one of the major focuses of this Bill.  This include enabling online learning licenses, increasing validity period for driving licenses,  doing away with the requirements of educational qualifications  for transport licenses are some of the features.

The Bill proposes offences committed by Juveniles.   The Guardian / owner shall be deemed to be guilty in cases of offences by the Juveniles and Juvenile to be tried under JJ Act. Registration of Motor Vehicle to be cancelled

To improve the registration process for new vehicles, registration at the end of the dealer is being enabled and restrictions have been imposed on temporary registration. 
In the area of road safety, bill proposes to increase penalties to act as deterrent against traffic violations.  Stricter provisions are being proposed in respect of offences like juvenile driving, drunken driving, driving without licence, dangerous driving, over-speeding, overloading etc.  Stricter provisions for helmets have been introduced along with provisions for electronic detection of violations.  To help the road accident victims, Good Samaritan guidelines have been incorporated in the Bill.  The Bill also proposes to mandate the automated fitness testing for the transport vehicles with effect from 1st October 2018.  This would reduce corruption in the Transport Department while improving the road worthiness of the vehicle.  The penalties are also proposed for deliberate violation of safety/environmental regulations as well as body builders and spare part suppliers.

To bring harmony of the registration and licensing process, it is proposed to create National Register for Driving Licence and National Register for Vehicle registration through “Vahan” & “Sarathi” platforms. This will facilitate uniformity of the process across the country. 

The process for testing and certification for automobiles is proposed to be regulated more effectively.  The testing agencies issuing automobile approvals have been brought under the ambit of the Act.

The driving training process has been strengthened enabling faster issuance of transport licenses.  This will help in reducing the shortage of commercial drivers in the country.

To facilitate transport solutions for Divyang, the bottlenecks have been removed in respect of grant of driving licenses as well as alterations in the vehicles to make it fit for use of Divyang.

 Hon’ble Transport Minister Shri Nitin Gadkari has termed the Motor vehicle (Amendment) 2016 passed by cabinet as biggest reforms in the Road Safety & transport sector.  He has expressed his gratitude to Hon’ble Prime Minister for his guidance & Support. He has also expressed his special appreciation for the efforts put in by Group of State Transport Ministers to formulate these amendments.   He has also expressed his confidence that parliament shall take up the amendments next week and has appealed to all parties to support the bill which a step in right direction to provide safe & public friendly transport eco system.
