A Government servant can draw the Leave Travel Concession advance 65 days before the proposed date of outward journey.

Indian Railways has fixed the advance reservation period as 120 days excluding the date of journey w.e.f. 01.04.2015 for all long distance mail/express trains as well as Shatabdi Express trains.

The issue of any change in instructions relating to drawal of advance for LTC has to be decided keeping in view all factors including changes made by the Railways, as well as financial implications.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh in a written reply to a question by Shri Kiranmay Nanda in the Rajya Sabha today

(a): Government have not received any notice for the strike on 2nd September, 2015. However, it is learnt that the Central Trade Unions have proposed strike for that day.

(b) & (c): Central Trade Unions had made representations to the Government with certain demands which include that Government should take urgent measures to contain price rise, contain unemployment, strict enforcement of basic labour laws, Universal Social Security Cover for all workers, Minimum Wages of Rs. 15,000/- per month, enhanced pension for workers, stoppage of disinvestment in PSUs, stoppage of contractorisation, removal of ceiling on bonus and provident fund, compulsory registration of Trade Unions within 45 days, no amendment to labour laws unilaterally, stopping FDI in Railways, Defence etc. Several rounds of discussions have taken place between the Government and the Central Trade Unions on the demands. Recently the Government has constituted an Inter-ministerial Committee of five Union Ministers which is holding discussions with CTUs on their demands.

2,590 post offices have core banking facilities:Prasad

AGARTALA: Even as the Reserve Bank of India is expected to give Department of Posts (DoP) payment bank licence by September, there are 2,590 post offices in the country with core banking facilities, Communication and IT Minister Ravi Shankar Prasad said on Sunday. 

"I want to change the profile of the post office by extending its service to the poorer section of the people. We have applied for a payment bank licence with the RBI to bring a large section of unbanked populace of the country into the banking space," the Union Minister said. 

There were only 236 post offices under core banking facilities, but after the current NDA government came to power last year, 2,590 post offices have now core banking facilities, he said.
The minister today dedicated the core banking service of Agartala Post Office and laid the foundation stone for Dimapur Mukhya Dak Ghar in Nagaland here by remote control. 

At present, post offices offer savings bank accounts, but cannot have credit or overdraft facilities. 

Under payment banking licence an entity would be allowed to accept deposits, facilitate remittances and payments, but cannot lend. 

"I want Indian post offices to have all modern and digital facilities. I want a person working at a metropolitan city get the facility to remit money to his mother through the post office. I want women working in village community centres get medical facilities by digitally linking them with good doctors," he said. 

The minister said the Centre wants to convert the country into a Digital India where a poor person can use smartphones and avail all modern facilities. 

"At present there are 98 crore mobile phones, which will cross 100 crore soon and there are 30 crore internet connections in the country, which will also increase with the growing demand," Prasad said adding, all gram panchayats in the country would be connected with optical fibre connections.

Dear Sir,
Sub: Grant of increment for those who have completed one year on the day of superannuation

We solicit your kind reference to item No.14 of the 43rd Meeting of the National Council, demanding grant of one increment in the case of those persons who complete one year on the day of their superannuation. The issue was discussed several occasions, but was not agreed upon by the Official Side. The Official Side took the stand that the completion of the stipulated one year being the day on which the official retires, he cannot be granted one increment for having completed one year only the next day and for doing so, one has to be on duty. The fact that the official has completed the requisite one year for earning an increment was unfortunately glossed over. The Staff Side was also told later that the case filed by one of the officials in the Central Administrative Tribunal against denial of increment was turned by the Court. No doubt, grant of increment in a deserving case is an executive decision and no court will be able to compel the Executive to exercise their powers in a particular manner. In fact, the Government ought to have appreciated the fact that the demand is on justified ground and the technicalities should not have come in the way to deny justice.

We now send you a copy of the GO issued by the Government of Tamilnadu, granting one increment on the date of superannuation in the case of those personnel who have completed one year of service. In the light of the decision of the Government of India that the grant of increment can be resorted to even in the case of a person who has completed at least six months in order to bring in uniformity in the date of increment of all Government employees as per the recommendation of the 6th CPC, earlier stand of the Official Side is not at all tenable. Since there had been no meeting of the National Council for the past five years, this matter could not be pursued through discussions.

We request you to kindly consider the matter afresh, especially in the background of the GO. of the Government of Tamilnadu and issue orders to settle the justified demand.

      There has been some technical problem with SSC Website and candidates applying online have been encountering difficulty in submitting their applications. In order to rectify the problem the SSC Website WILL NOT BE available for today i.e. 7th July, 2015. The website will be available from 8th July, 2015 onwards. Inconvenience caused is regretted.

5 Major issues of the CG Employees which are projected for a serving employee to the 7th Pay Commission

Five major issues of the Central Government employees which are projected for a serving employee to the 7th CPC.


1) Inadequate pay compared to talent.
2) Lack of promotions and better increment rate.
3) Equal pay for equal work.
4) Non-filling up of vacant posts and increased work load.
5) Allowances to be paid as per market rate.

1) Inadequate pay compared to talent:
The person joining a Government Service is not just for the employment is for a whole career, if a person joins a Government Service he will quit/ retire from the job only after putting 30 years service or more. In case of the person joining a private company he will jump from one company to another at least five times in thirty years.

The talented persons from all over the country are moving to IT, BT and private sectors, rather than Central Government sector. Because of the lower salary / pay structure in Central Government sector compared to IT and BT sectors and complex nature of rules and regulations in Central Government sector and also the skill and merit of the worker/ employee is not into account in Central Government sector.

Today, the weakest link in respect of any government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points, which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the government.

More the talented persons are there in Government services, more the delivery of the government schemes will be there, thus the Government machinery will be more effective and common man will benefit a lot.

Main consideration in the private and public sector being ‘profit’, and in Central Government it is “service” even through Railways, Income Tax & Central Excise are revenue earning departments, hence an equal comparison with the Government is not going to be ever possible. Performance for the Government is usually not measured in terms of profit, but in terms of achieving societal goals.

The time scale gap between one posts to another should be uniform rate from starting to end, starting from Rs 26,000 to Rs 2, 60,000.

The minimum wage should be calculated using Dr Aykroyd formula and following 15th ILC norms and four units should be taken into account not three units as followed by the 6th CPC.

The pay should fixed taking in following factors.
a) The educational qualifications.
b) The level of responsibility.
c) The skill of the work.

The earlier pay commissions were only taking into account only educational qualifications into account.

Only around 8 to 9 % of the total Govt revenue collection is spent on wages of Central Government employees, compared to 20% to 25% of the revenue spent on wages in private sector.

The cost of living (prices of essential items and other items) has gone by over 250% during last 10 years, compared to 113% DA. The prices are continuously rising.

The Government is a model employer, hence the wages should be provided with the needs and to attract the talented and skilled persons.

2) Lack of promotions and better increment rate.
Today there are persons who have not even got two promotions in his entire career, The MACP scheme is not that much effective, lack of promotions in Central Government sector compared to IT and BT sectors.

One should get five promotions in promotional hierarchy during his service to motivate him to work more. As the Government employee put more and more service, he will be more trained to perform his duties in a better befitting manner. Thus the Government is more beneficial as good quality of work can be expected of him.

The family responsibility will increase with age. There should be adequate financial protection for him, the better rate of increment should motivate him to work more from the present 3% to 5%. On promotion one should get a minimum salary increase of Rs 3000/- per month as he will perform higher duties.

3) Equal Pay for Equal work.
For the same post which include similar duties and responsibility. There are different pay scales/ Grade Pay existing for same nature of duties and similar recruit qualifications. This anomaly should be rectified.

Grant of Grade Pay Rs.4800 to all Supervisors cadre. The gazetted Group “B” post should start from Rs 5400/- GP.

4) Non-filling up of vacant posts and increased work load
In 1990 the Population of the country is 85 crores and the Central Government Employees strength is 40 lakhs in the year 2014 population of the country is 125 crores, whereas the Central Government Employees strength is just 31 lakhs.

Non-filling up of vacant posts has resulted in increased work load on the existing employees. The strength of Central government employees should increase considerably.

5) Allowances to be paid as per market rate:
The house rent allowance should be from Rs 7000/- per month to Rs 55,000/- per month. All allowances such as Tour DA, OTA, Night Duty, CEA (tuition fees) , Cashier Allowances, etc should be increased by three times.

The all allowances should also be paid net of taxes which has been examined by 5th CPC in para no 167.

The staff side (JCM) has represented well the above important issues of the Central Government Employees before the 7th CPC, we sincerely hope the 7th CPC will address and resolve the above issues.

Let us wait patiently for the 7th CPC to submit its report and then we can deliberate on the report and do the needful action.

New Intiatives of India Post -Touching lives in many ways



SWACHH BHARAT MISSION IN DEPARTMENT OF POSTS
   A National Cleanliness Drive of Post Offices emanated as action point as a result of Secretary, Department of Posts’ presentation before the Prime Minister on 24th June, 2014. The Drive resulted in considerable improvement in the state of cleanliness in Post Offices which have also been de-cluttered. Old time-barred records and unserviceable items including furniture and equipment have been removed and disposed off after following due process. In order to keep the Posts Offices clean, spotless and welcoming for public, all the Chief Postmasters General (CPMsG) have been instructed to continue to ensure cleanliness in all the Post Offices and also to have a Special Cleanliness Drive at least once every month in every Office.
 After announcement of official launch of 'Swachh Bharat Mission'from 2nd October 2014 by Prime Minister and on receipt of instructions of first phase of cleanliness campaign (25th September -31st October, 2014), Secretary, Department of Posts initiated the Swachh Bharat campaign in the Department by holding a Video Conference with all the Chief Postmasters General on 25th September 2014.
  Hon'ble Minister of Communications and IT also visited Post Offices as part of the Swachh Bharat Campaign.The Minister personally instructed and guided the staff about the significance of keeping Post Offices clean.His visits enthused the postal staff in making the Post Offices clean.
 

During the first phase of cleanliness campaign (25th September -31st October, 2014) following activities were undertaken by the Department of Posts:
i. "SwachhtaShapath" was administered on 02nd October, 2014 to all Officers and Staff in the headquarters of this Department and at the field levels.
ii. National Postal Week (observed every year from 09th October to 15th October) was dedicated to Swachh Bharat Mission this year, with emphasis on creating awareness amongst employees and public about cleanliness.
iii. Shramdaan for cleaning postal premises and awareness programmes for employees and public were organized in all the Postal Circles.
iv. Senior Officers visited Offices across the country to monitor the "National Cleanliness Campaign". Progress was also regularly monitored through Video Conferencing with Heads of Circles.
  In order to prepare the Five Year Action Plan (upto 2nd October, 2019) for Department of Posts in respect ofSwachh Bharat Mission, a Task Force was constituted on 26th September, 2014 under the Chairmanship of Member (Postal Services Board). The Five Year Action Plan, which includes One Year Action Plan (from 02.10.2014 to 01.10.2015) and next Four Year Action Plan (from 02.10.2015 to 02.10.2019), of Department of Posts has been prepared and communicated to the Ministry of Drinking Water and Sanitation, the nodal Ministry for Swachh Bharat Mission. All the concerned Officers in the Department have also been instructed to implement the Action Plan(s) in a time-bound manner. The Action Plan(s) have also been uploaded in the e-Sameeksha Portal of Cabinet Secretariat i.e. http://cabsecmis.gov.in/. Monthly updates on Swachh Bharat Mission for Department of Posts would be uploaded on India Post website.
NEW INITIATIVES: PARCEL & e-COMMERCE
   Emerging eCommerce market is being perceived as a business opportunity by the Department of Posts to increase its revenue receipts. Department of Posts has rationalised its offering in Parcel segment and is positioning Speed Post, a premium product for eCommerce solution. Further, Cash-on-Delivery facility was also introduced to cater the needs of eCommerce companies. Following are the initiatives taken by the Department in this regard:.
Network coverage for Express Parcel expanded w.e.f. 01.11.2014 for booking and delivery across the country, thereby providing a faster, safe and secure mode of transmission for parcels.
Statement of Intent for co-operation was signed with snapdeal.com (M/s Jasper Info Tech) and shopclues.com (M/s Clues Network) on the occasion of ‘Business Development Day’ (14th October 2014) during ‘National Postal Week’
 Tie-ups have been made with various eCommerce players viz. Flipkart.com, Myntra.com, Snapdal.com, StarCJ etc. to provide distribution and Cash on Delivery services.
 Pilot has been started in Mumbai and Bangalore with M/s Amazon.in for providing next day assured deliver of Speed Post articles through identified Post Offices.
 For further horizontal integration in emerging eCommerce market, Department of Posts is in process of developing a pilot to provide online sale facilities for rural artisans.
 As a result of continuous monitoring and review of service features, services of Department of Posts has become first choice for the customers. While conducting audit of ‘Project Arrow’ Post Offices, P & T audit carried an independent survey and concluded that the “Speed Post services of the DoP fares better than the services provided by private courier services”. There are many web based reviews/ blogs on India Post eCommerce initiatives e.g. Shopnix eCommerce training blog ranks India Post as number one among eCommerce courier companies with an overall score of 3.9/5.
NEW INITIATIVES: PHILATELY
   Department of Posts has taken a number of new initiatives to provide marketing impetus and to promote Philately:
1) Online sale of Philatelic products through e-post office and e-commerce website. In this context, an agreement was signed with Snap deal and online sale through Snap deal website was started on 29.08.2014. Since its inception in late August till November end, philatelic products worth over 5.5 lakhs, have been sold through Snap deal.
2) A Postal fair was organized at Delhi Haat on 11th -12th October 2014 which had the following attractions:- An exhibition wall with theme wise stamp prints, an emcee, dressed as a postman was engaging visitors in postal and philately trivia like quiz, sit & draw competition, tattoo artist designing stamps on hands and arms.
Complimentary balloons with India Post logo stamp design were distributed to children, short skits were performed every hour on the role, importance and need of postal services in our daily lives etc.
3) National Philatelic tours cum workshops were organized from 09th-15th October 2014 and December 2014, to generate interest about philately amongst the Younger Generation. More than 18 schools in Delhi participated in the workshop and numbers of footfalls were encouraging. Besides, students have been actively involved in the workshops, Short Films, Quizes all over the country. Painting Competitions on the theme of Philately were the main attraction points for the school children.
4) Other initiatives taken by the philately division, include making booklets on various themes such as art and culture, flowers, children books and eminent personalities like Gandhi, Nehru & Indian Musicians etc.
5) Nation-wide stamp-design competitions on “people-centric” themes were held and stamps on the theme “Swachh Bharat” were released by the Department in January 2015. Further, a Notification for stamp-design competition on the theme “Women Empowerment” has been issued. The last date of receipt of entries is 15.04.2015. A commemorative postage stamp on this theme is proposed to be release in August/September 2015. The detailed notification is available in India Post website i.e. http://www.indiapost.gov.in/
6)The National Philatelic Museum located at Sansad Marg, New Delhi has been included in the itinerary of HOHO (Hop on Hop off) buses operated by Delhi Tourism Corporation for tourists visiting Delhi. An advertisement of “My stamp” has also been given on the customer coupons of the HOHO Bus Tickets which the tourists can keep as a souvenir.
NEW INITIATIVES : POSTAL LIFE INSURANCE
  India Posts provides Insurance Services to employees of Central and State Governments, Central and State PSUs, Nationalized and Scheduled Commercial Banks, as well as Government accredited financial institutions, Local Bodies, Universities & Government aided educational institutions, Credit Co-operative Societies, Joint Ventures having a minimum of 10% Govt./PSUs stake and Employees of institutions accredited by recognized bodies i.e. AICTE/MCI etc under Postal Life Life Insurance (PLI). Postal Life Insurance coverage is also extended to the Defence Services as well as Para-military Forces establishments. As on date, there are more than 6.2 million policies with aggregate sum assured of Rs.1,21,153.91 crores in PLI.
   Besides, PLI organization also manages Group Insurance Policy for the Gramin Dak Sewaks of the Department called EDAGIS-1992 and GDAGIS-2010.
Postal Life Insurance (RPLI)
• Rural Postal Life Insurance (RPLI) was introduced in 1995 as a sequel to recommendations of Malhotra Committee constituted for reforms in Insurance Sector and is mandated to provide affordable insurance coverage to rural population especially weaker sections and women workers. As on date there are more than 23.68 million RPLI policies with aggregate sum assured of more than Rs. 1,58,901.36 crores.

Update of IT modernisation Project of India Post


IT modernisation Project is picking up momentum in various fronts. The latest position of implementation is as follows:
  • Primary Data Centre has been deployed and started functioning at Navi Mumbai since       3rd April, 2013. Disaster Recovery Centre has started functioning at Mysore on 15-05-15.
  • 27373 Departmental Post offices including mail offices and administrative offices have     been networked at single Wide Area Network (WAN) and connected to Data Centre.
  • Core Banking Solution (CBS) has been rolled out in 2590 Post Offices.
  • ATMs have been installed and started functioning in 123 Head Post Offices.
  • Core Insurance solution (CIS-PLI) has been rolled out in 13264 Post Offices.
  • Rural Hardware vendor has been finalized and contract has been signed. Supply of Rural     Hardware devices in Pilot BOs will start in November 2015.

Dopt orders on framing a Transfer Policy in all cadres

Subject: Framing a Transfer Policy in all cadres – regarding

The undersigned is directed to refer to the OMs of even number dated 13thJune, 2014, and 3 July, 2015 wherein all the Ministries/Departments were requested to (i) prescribe Minimum Tenure, (ii) set up a mechanism akin to Civil Services Board for recommending transfer, and (iii) place in public domain the transfer policy.

2. The Rotational Transfer Policy should aim to harmonise objectives of institutional memory, avoid development of vested interests, and provide exposure to the employees of working in different organisations, inter alia ensuring overall growth of an officer. The Transfer Policy should provide for both a minimum as well as maximum tenure. Any transfer before completing the minimum prescribed tenure or stay beyond the maximum tenure should be with the approval of the Committee constituted for the purpose, for reasons to be recorded in writing.

3. The draft Rotational Transfer Policy for the Central Secretariat ServiceNavailable on the website of Department of Personnel and Training at www.persmin.nic.in (Annexure). It lays down guidelines on tenures, postings on promotion, posting on return from leave/deputation, outstation postings, mutual transfers etc. Appropriate provisions on these aspects may be made in the Rotational Transfer Policy in each cadre that will best serve public interest.

4. In addition, instructions of Central Vigilance Commission in the Circular No. 03/09/13 (No.004/VGL/090/225553 dated 11.9.2013) reiterate that sensitive posts should be identified and staff working in these posts strictly rotated after every two/three years to avoid developing vested interests. The OMs of this Department also lay down guidelines on postings of spouse at the same station, and postings of disabled Government servants/ parents of disabled children.

4. The Ministries/Departments/Cadre Authorities may communicate action taken report on the following latest by 10.7.2015, (i) framing of Rotational Transfer Policy and putting up in public domain(ii) Identification of sensitive posts (iii) rotation of officers from sensitive posts in true spirit of the provision.
